Bad Picture Quality

I watched the first episode of Fire Country on Sky Witness the other day and the SD picture quality is very bad- markedly worse than all other SD channels - quite difficult to watch. Why is this?

Could be any number of things including a poor master or simply a very low bitrate to prioritise HD channels.
