You are responsible: Sky satellite television contracts transfer ownership of dish and dish cabling to the householder on installation (with a 12 month warranty) specifically so that Sky are not liable for such things in future decades.
Note this isn't a Sky Protect issue unless you have existing Sky Protect Device Insurance at the address, in which case the dish is covered and you can book a 'free' repair/replacement.

I would observe that if you have a current Sky Q subscription and report loss of signal then Sky will typically attend and resolve dish issues anyway, even though they are not obliged to. They won't do this for Sky+ / Sky+ HD or where there's no subscription covering the Sky box(es)
