If I buy an iPad from Sky & already have an iPhone can I get the iPad linked to the same SIM?

No as a sim can only be used in one device although there i nothing from stopping you from moving it from the iphone to the ipad if you want.

So can I use my iPhone as a "hotspot" and use the iPad that way,? Could I access everything on my iPhone, i.e. Sky Go, Apple Music, etc.?

If you can get it to work then yes you can do that.

An alternative if it is available is to order the 100mb sim, although this is a really tiny amount of data if you have a lot of spare data in your piggybank you could roll it to this sim on your Ipad.
