i cant order anything because block my account without any reason

What makes you say there is a block on your account so what is happening when you try to place an order ?

when i check url its shown 

 

https://www.sky.com/shop/mobile/ineligible     means i am ineligible. i paid my every bill on time. its just horriable

That doesn't mean there is a block on your account as it is more likely there is an issue with the site as such issues get reported on  a daily basis so I would call Sky and have them place the order.
