If you have registered a complaint then Sky have 8 weeks to get back to you before you can ask for the deadlock letter as you can read about here:

But there own code says they will respond within 3 days on credt agreemnts and 10 days on complaints. I raised complaint three times now and each time the close it with even speaking tome so how do you ever get to 8 weeks?

It's deadlock OR 8 weeks.

What is the basis of the complaint?

I upgarded two phones, returned both phones at same time and have retained proof of postage.  This was back in august.  They are stating one phone hasnt arrived and still chargng me.

I returned phones are their instructions, one gets there one is 'missing' .  They refuse to call me back, confirm what the process is for this r how I resolve it.

Sky will have to investigate in conjunction with Royal Mail which can take time but as you have the proof of posting there shouldn't be a problem as the receipt from the Post Office should show the weight of the parcel when dispatched.

That depends on which country you roam in.  I presume you looked at the tariff before travelling and you have incurred the correct charges for the usage?
