Upgrade upfront cost

I'm trying to upgrade my mobile as I'm now eligible but it's asking for a £12 upfront cost. Why is this. I'm past the 24 months

Could be due to the credit checks Sky will be carrying out.

Even with an upgrade you will be credit checked again so if you been asked to pay an upfront cost of £12 this will be taken off what you will be paying for it over the length of your contract.
