As your iphone XR has been paid off then you can not upgrade it but there is nothing stopping you from ordering a new one and when you do either select "I don't need a plan" or pick the cheapest data plan and if you are sent a new sim do not activate it so you can continue using the one you have in your new phone. You will be credit checked when placing the order for which you will need to pass.
