What might have happened is that as also mobile numbers are recycled someone has had this number before you and therefore used it on these sites. You can ask Sky to cancel it if you have had it for 12 months or more and then issue you with another one and while again it will be a recycled number you would have to be pretty unlucky to have this happen again.
