Sky mobile account says LINKED to my sky broadband/stream account but its is not linked.

Mobile account taken out over 5 years ago with a different ID to my new Broadband/Steam account. Tried to link accounts. Online  says they are linked but I have no access to mobile billing. Have spent hours online with so called experts who have made matters worse in that I have now No access to my original ID for the mobile account. Online it says accounts ARE linked but they are not. Cannot resolve issue with phone calls. Experts just don't seam to understand problem. Last call I spoke to 9 so called experts to no avail. Have two mobile numbers one not in contract so I wish to transfer number from sky but without access to account cannot get a PAC code. The other number is still in contract with a special lower rate. Sky want to charge me balance of contract at full higher rate to cancel and I loose my number as I cannot get a PAC code. How do I  complain to a senior UK executive about Sky's inability to sort out a problem they have created?
