sim only bill higher than it should be with no extra charges. It should be £12 but it's £18? I've only had it 14 days as well so it's not a full month

The chances are that first bill covers a long period than the usual 4 weeks hence is being more as it could well cover the period from when it was activated plus the next 4 weeks so it might cover 5 or 6 weeks. It should show you the dates it covers so what does it say ?
Have you checked your next bill to see what it shows ?
