Sim card only works with WiFi calling active

I took out a new contract for a Google Pixel 9 pro xl, which arrived yesterday to replace my husbands phone. Upon receiving it I activated the sim and entered my pac code to transfer my number. The screen just showed emergency calls only, but I thought it was related to the number port. 

Checking again later on it still showed the same, so I popped my own sim card in, still no luck. Upon going to the sim details there it just says no network found, no phone number or anything. I popped my husbands sim in to my phone, and sure enough it works fine.

The only way I have found to make the sim work is by turning on WiFi calling, which obviously is no help when out and about! 

I have tried the troubleshooter but nothing makes any difference, so I have had to switch to an esim for now so he can actually use it. 

Has anyone else had this issue and found any solution, or is it a likely that the handset itself is faulty?

Hi! Yes the sim was, it worked fine in other phones, but none of our 4 sins would work in the phone. 

I finally managed to speak to someone at sky who could understand what I was trying to explain - turns out one of the IMEI numbers on the handset has been blacklisted, and no one understands why.
