Free roaming in 120 selected countries has nothing to do with your spend cap as this is available if your VIP level is Diamond as you can read about here:

You'll have to explain in some more detail what you're after as certain caps cannot be lifted, e.g. the 25GB fair usage limit.

Perhaps note that removing a spending cap is very unwise unless you are certain the location you are in is covered by the free or £2 roaming and there's no chance a signal can come across a border from somewhere which isn't.
