Roaming charges in Europe

I used to be on 3 Network and would use my phone in Europe is this different with Sky and why?

With all most all European countries there is a £2 charge and this allows you to access your package for 24 hours before you are charged £2 again. The charges kicks in when you make a call, send a text message or you use more than 10mb of mobile data.
