My bill is due to go out in the 28th but the money is not there until the 9th I have tried to change this but I can not

If you pay by direct debit and the payment fails on the 28th Sky will try again 10 days later so you don't have to do anything so don't make a manual payment.
If you pay by a card then your mobile might be restricted until you pay it yourself and setup a monthly payment method like a credit or debit card or a direct debit.
