I have a new phone but can't get a pac code as I have no text or telephone access

If you have another phone that it is replacing then just put the sim into your new phone as no pac code is then required.

Have you tried sending the network settings to the phone:

 

Go to sky.com/networksettings (My Account > Mobile > Settings) and sign in with your Sky iD.
Select the mobile number or SIM name you're having trouble with.
Scroll to 'Resend network settings' and select Request settings.
Save the settings when your receive them and reboot your phone.

Your old phone doesn't come into it @Meeshy12 as these settings will go to the phone has your sim in it which will be this new one.
