Outages and mobile reception

Sky offers for an outage 2gb of mobile data for something that doesn't work aswell ,how this help when I need to use it urgently?

Your post isn't very clear. Are you saying Sky have added 2GB of data to your Piggybank due to a recent outage and you can't use it or move it?
