Sky should connect us to an alternative network until O2 finishes their upgrade
There's nothing preventing you from purchasing a SIM card from an alternative provider and popping it in your Sky mobile (which is unlocked for any network) but if they also use the same mast you'll be in the same position.
In case you aren't aware Sky don't own or maintain any mobile masts so if there is an issue you and others in the area will be relying on a third party fix.
Unlike broadband and landline there is no automatic compensation for mobile services. Once it's restored ask Sky if they'll add a credit to your mobile account as a goodwill gesture but there's no obligation for them to do so.

That's just not realistically possible. (Sky is an MVNO of O2 and has no contracts with other primary providers and there will be a stack of technical issues in doing it)
You could try WiFi calling if you have home broadband?

Also if you need to call an ambulance your phone will use any network to phone 999 if your usual network is unavailable.
