No option to activate eSim for iPad Air

I have bought an iPad Air 2025 with an eSIM for my daughter.  We have gone to activate the eSIM, but are only getting the option to activate a physical SIM.  She's had the device for a couple of weeks  now, and we have tried to activate a few times.
