Does SKY pay off current contracts to move over to them?

No Sky doesn't pay off any contract but if you are charged any sort of early termination fee for either Broadband or TV then you can claim up to £100 for each as this link explains what you need to do:

You must provide a copy of the bill from your previous supplier where you have been charged and a copy of a statement showing that you have paid it and send these to Sky via this email address - switching credit @sky.uk (all one word without the gap)
