Monthly priceplan advertised at 0 upfront payment but then different on payment page
I was looking to switch over on a phone deal which is a monthly plan advertised as 0 upfront payment, on the final payment page it now states 216 euro upfront payment??

If you have been asked for an upfront payment then usually this because you have only just past the credit checks that take place. What you have been asked to pay will be taken of what you owe for the device across the contract,

The no upfront cost will have terms and conditions - it's not guaranteed and is subject to credit check.
as noted, it's possible your credit score did not qualify.
