Why do Sky Mobile charge for overseas data roaming when the network carrier O2 do not?

Just because one network doesn't charge for something doesn't mean another one will do the same, O2 and Sky are different mobile providers so will not be the same with what they do and don't charge for various services.

It's ultimately a commercial decision. O2 has certain conditions and do charge for usage over a certain limit. One presumes O2 have decided to absorb the incurred charges from other networks within the tariff.
