Mobile calls to select numbers only

My mobile will only call a few select numbers.   I have checked the local service, and there isn't any problem with that.  I can ring my husband and a few other people I ring regularly, but for most numbers, it tries to connect for about 30 seconds or so, and then it says Call Failed.  There's no ringing heard or anything, it's absolute silence until it says Call Failed.  

When I am at home, we have no mobile signal nearby, so all my calls are via Wi-Fi calling, but that does not seem to make a difference. Although if I ring via WhatsApp, it goes through fine.  But when ringing a business, this is of course not an option. 

I have 4G turned off. I am paid up on my bill, and haven't been late since I switched to Sky several years ago.  My husband doesn't have any issues. We're on the same account.  I don't know what to do. This is a relatively new phone (this year). Any help is appreciated.

As this will need investigating by Skynyou will need to report this to them by calling them on 150, just remain on the line when asked anything by the bot.

It won't go through on that one either.  I just get Call failed.
