Minimum SIM package

What's the minimum GB that has to be linked to a SIM card? 
could I have no data linked to my sim and roll each month from my piggy bank?

What if I don't want any data? 
can I still have my sim with Sky and then roll from my piggy bank?

You can't have a Isim without any data so all you can do is to select the cheapest with the lowest amount of data.
