I took my SIM out to use a local SIM overseas but then lost the original, most likely it was thrown away by mistake. If someone found it and put it in their phone would they be able to use it?

Probably not unless their phone was unlocked but if you order a replacement as soon as you activate it then the lost one gets blocked:
