Issue with Data on SIM cards

When my data resets, all 22GB I pay for is being sent to one SIM card rather than being split over two. Why is this and how can it be fixed?

When your data resets any unused data in sent to the Piggybank not to a sim. The sim(s) restart with the data you pay for monthly then you can add extra data from the Piggybank to any of the sims associated with your mobile account

If you have 22GB data on one sim card what do you have on the other one as that two such be given whatever data package you have on it each month when it resets.
