I've recently noticed that as a Diamond VIP member, that the £2 charge for global roaming has been dropped, does that apply to my wife who is also on Sky mobile.

If she is on your account, yes.  (If she has her own account with lower VIP level then, no)

And it's not technically global. It only applies to Roaming Passport Plus destinations.
