How to turn on passport

Hi there my daughter has has traveled from Dover to Andorra via coach in the last 24 hours and has reach her 45 pound spend cap , don't no why usually on our phones the passport just activate automatically ?

That's why I always advise checking the destination before going and setting a spend cap. Some people say you don't need to but this is why you should.
I would tell her to turn off roaming and mobile data. Enable flight mode then just turn on WiFi when it's available (leaving flight mode on and data off).

While the countries travelled through would be EU nations where £2 roaming applies, Andorra itself is not, and as @63johnw indicates the balance of the cap would have been consumed extremely rapidly as soon as the phone linked to a cell node there.
