Data roaming passport

My data roaming is off, my mobile data is off yet the daily data passport still kicks in

Texts and calls activate the passport...  (Not just data)

I am just another Sky customer and my views are my own even if you don't like the answers

Then as mentioned @TomGib  sending a text or making a call also activates the charge.
