Data plan charges

I have 2 phones and 1 has a 1GB plan and the other 2 GB but I am being charged £7 per month for each phone.  Why is this?

I would assume one plan was taken at a later date?

Worth checking whether there's a better deal to switch to (at least more data for the same price)

The data plans tend to change fairly frequently but at present there isn't a 1GB or 2GB plan.
