Cruise ships can be very very expensive. They themselves charge you additionally. If you are near land then you should be able to connect and activate the roaming passport for £2 per every 24 hours depending on where you are. Be aware that some countries are classed as a Rest Of The World destination and you'll be charged at those rates which can be £2000 per GB. (two thousand pounds)

Cellphone masts have a range of a few miles, so basically no, it cannot while at sea.
Onboard WiFi uses a two-way satellite link.
