I want to change my sky mobile contract to a sim only plan

If you have an outstanding balance on a device plan then you need to pay that off.  https://www.sky.com/help/articles/make-a-payment-credit-agreement-payment

 

Any SIM plan will continue as normal.  Or if you don't have one, simply purchase one...
