Constant “Network Provider Voicemail” Notification on New iPhone

Hi everyone,
I just got a new iPhone and I keep getting nonstop voicemail notifications that say “Network provider Voicemail.” When I tap the notification, it tries to call but only shows “Call Failed.”

Has anyone experienced this? What does it mean and how can I get rid of it or fix it?

Can you make and receive calls and send and receive texts as well as using mobile data ?
