Charged for calls abroad using hotel wi fi & what's app
Currently on holiday in Cape verde.i have have turned off my mobile data and data roaming before landing on the island. I have used the hotel WiFi only and the messaging app what's app, both free of charge. Can you explain why I have even charged £35.70 on my mobile bill so far during my stay ?

if the phones ability to connect to cellular is fully disabled then the phone would be 'invisible' so couldn't be charged. If a charge has appeared then clearly the device has connected.
