Cant change withheld number settings

Can't change phone  number settings on my oppo x5lite, had this problem before but seemed to sort it self out now it is back and everytime I try and change settings to show number it goes to number withheld, I can't change it to operator default settings, but doesn't help when friends and family won't answer their phones to withheld numbers,
