Can’t use data and Can’t make calls abroad

So my data wasn't rolling over but that's been fixed now. Now the data isn't working at all and I can't make calls as it's saying I have a data spend cap. I don't though they are BOTH turned off. 
I can't ring sky cos it won't let me make calls saying I have  cap even tho they are both turned off. This is the only way contact option they have gave me and I need help asap as I'm trying to ring an embassy. Please help thanks
