I recently bought an iPhone 13. I already have 2 other phones and sims registered to my account. The phone is showing under devices but there is no Sim showing with the other ones. When I try to activate it, it bounces back to my account page where there is still no sim showing.

You will need to call sky from one of your other sims to get help. Call on 150 and they will either add a plan to that sim and activate it or organise a new one for you.

I didn't order a data package. The other phones on the account save so much data that I thought I could just roll data to it.

Then that is why you can't activate it as the sim has to have a data plan on it. You can still order a data plan if you want from here:
https://www.sky.com/shop/mobile/plans
Make sure the keep my current numbers is not selected so you do order a new sim and make sure it is via the same account that the others are on.
