Can i text android or only apple

I have a new ipad with an e-sim.

Since I set it up I can only call and text apple devices but I have unlimited calls and texts with my plan.

Is something wrong or is it only apple devices I can call and text?

Have you looked at the setting messages section in the link @Littlemiss  and linked to your iPhone as you need to do that ?

AFAIK you cannot use the iPad as a 'phone'.  The phone app is not there to make cellular calls.

However, you can use 3rd party apps such as WhatsApp to make 'calls' over data.  (Which are not inclusive in the plan)

Messaging primarily uses data too.  (Again, not inclusive)

I believe it can use SMS or MMS - do not use MMS as this is chargeable.  Check the messaging options to ensure SMS is enabled and MMS is disabled.

Although it looks like an iPad can make a 'call' through a neighboring iPhone if both are logged in to the same Apple account.

Possibly - I've never done it myself.  But AIUI the iPad doesn't have the hardware for cellular calls - the iPhone does of course.
