Calls made in Turkey

I have been charged £3.50 for a call made in Turkey although I had signed for Roaming Passport plus. How come?

I believe if it was a local call made in Turkey to a Turkish number the Sky tariff guide does state local calls aren't included.

The roaming passport enables your allowances as if you were in the UK.

 

That means a call to a local Turkish number will be considered an international call.
