Been trying to order a iPad Pro but mobile ID will not link

Nearly 2 weeks I have been trying to order a iPad Pro but my id will not link. Spoken to tech many times and set new ids from links they have sent me but it just won't work, I have had a message when putting my details like bank account in saying it's already linked but can not get into the mobile account and sign agreements

Update - after a private chat we have advised to call in as there is an issue with the ID that we do not have access to resolve.
