Account page restricted and sim not activated

Hi I ve bought an iPad with sky in contract but the sim is never activated even though I had support from the sky team to get the sim activated. They told the sim will be activated but it's never activated. Please sort the issue. Also I can't access to my billing details page. It shows page is restricted whenever I go the billings.
