Abroad
Iv turned my data roaming on whilst abroad but its not working properly it's really slow

Neither Sky or any other UK mobile provider is responsible for the performance of foreign cellular networks. Sky doesn't have its own masts in the UK, far less abroad.

But Sky charge per day to use foreign networks which are not providing an adequate service !! So shouldn't Sky be challenging the networks they have agreements with as my contract with Sky not with foreign networks ??

I'd suggest that's unlikely except in the most general terms, if at all. Realistically a foreign cellular provider with a very small number of users in country at any particular point in time is going to have very little sway over a local network operator.
