Abroad in Japan did not receive txt on arrival

Data roaming is off so only using wi fi but cannot make calls, or send text. Not received any either. NTT Comudo is network provider, 

any idea how to rectify without turning on data roaming

Japan is a "Rest of the World" country so if it was working a phone call you make to a UK Landline or UK mobile will see your charged £2.16 per minute and calls to local numbers would be even more.

If you don't have access to the likes of WhatsApp then you could pick up and use a local sim while you are out there.

Problem is I can't receive txts which I need for onward travel or to call transfer provider if there are problems
