I have Sky Stream and Sky Go. Both work fine, and Sky Go allows me to download and stream the services that I subscribe to.
If I go to settings in Sky Go, then 'Manage your devices' then select select 'Manage' on the 'Streaming TV' device, I get the error attached. Any ideas? My Sky Go device (Apple iPhone) and Sky Stream devices are on the same local notwork.

I do not get the same error, but also don't see my Sky Stream box appear in the device list, just my Sky Go devices and the following for Sky Boxes:
Sky box
You don't have a Sky box
There's no Sky+, Sky Q or Sky Q Mir* boxes in your package.
I was hoping to be able to maintain my Sky Stream playlist from here, but perhaps that isn't possible?

That is correct it isn't possible but at least you can view your Sky Go devices.

I am trying to manage devices in the SkyGo app on my iPhone. It says the page is restricted.
When I try on the website when logged in it also says it's restricted
