My thoughts are it's easy to restrict things on a console as it is a more closed system than that of a PC

My guess would be that PC compatibility is intended for laptop use while travelling, while a console is more likely to be at the home address and providing input to a television, so effectively replacing a Q Mini or Sky+ Multiroom box.
