YouTube not playing 4k

Whenever I play a 4k video the viewpoint only says  1920X1080 even though I have sky broadband connected to the device via Ethernet 4k plays fine on sky's own content

Correct. If 4K is available and bandwidth is sufficient, you should receive it on the YouTube app.

@Johnr787 Is 4K only for YouTube Premium customers? I don't use it so don't know but that would be my initial thought.

4K loads on my other devices perfectly just an issue with the sky app

when playing a video go to the settings on the menu by pressing in the centre button on the remote. The first setting is called quality.  You can change the resolution of the video in here 

 

edit - if the 4k option isn't showing it's because the video wasn't recorded in 4k

This is still a problem. 

Disappointed I bought a 4k TV that only allows 4k of UHD channels.

 

I would not be surprised if the 4k output from HDMI sources is also downscaled

A UHD television always upscales lower definition content: if it didn't then most of the screen would be empty

An HDMI source is only be native UHD if both the device and the content is: for example 4K Blu-ray.  As noted above, Glass will be UHD no matter what the content is.

So what you are confirming is that if my source is 720, 1080 or 4K; the device will up upscale to 4K or play the native resolution?

You are reading the stats wrong.
Viewport is the resolution of the YouTube UI which is usually restricted to 1920x1080 on most server-based versions of the app to reduce server load. 
The current & optimal resolution stats are the actual video stats. Current is what is currently showing and optimal is the native resolution of the source. If both are the same then you're getting the full resolution, which, in your photo, you are getting full 4K of 3840x2160 at 30fos.

720 and 1080 have to be upscaled to fill  a 4K panel otherwise there'd be a whole lot of empty space on screen.

 

Native UHD content doesn't require upscaling.
