Locked out of sky link it says page restricted

I bought a used sky 55 glass tv and registered my email with sky. Now when I try to link my TV it says page restricted

my daughter had my old sky glass tv from me and we found the only way to get it registered and activated to her account was to take up a sky essentials subscription for a month. This had to be done with an advisor on the phone
