I don't have a tv, smart or otherwise, or Freeview.

Is there any way I can watch Sky Arts on my IPad, by using IPlayer or some streaming app?

Certainly not in iPlayer.

While Sky Arts is broadcast free to air on both Freeview and Freesat, it appears not to be available online in Freeview Play or Freely.
