When a scam e mail asks you to log in , providing e mail address and password , is the scammer able to work out the password and access your e mail account .

Yes, if the email isn't genuine and gives you a link to a fake login page.
I'm quite sure that completing details on a fake log in screen is a major cause of people thinking they've been hacked. They haven't - they've just given away their login credentials. No need for a scammer to work anything out, they've been handed the details on a plate.
