Does sky block ports if so which ones?

By default the Sky hub is set to block all incoming port connections as is the same for any standard router/firewall.

If I want to open up an IP address with no filtering applied to it, do I need to add it to inbound firewall and outbound firewall?

Find out more@Orange you should open and forward incoming ports if you want an external device to be able to access an application running on one of your devices. The firewall is there for a reason which is to stop bad guys getting onto your devices so dont open and forward any more ports than you absolutely need.
An app running on your home network can start communication with a remote server and receive data back so dont normally need any configuration of the firewall. .
