Wifi speeds again TERRIBLE!

I have had nothing but trouble since joining sky when it comes to my WiFi and stream TV. I have to religiously check the my sky app to check my speeds but miraculously, every time I do that, my WiFi jumps back up to 3 bars when I'm lucky to get 1 bar even next to my WiFi. 

I've had 2 engineers come out about it previously and all they did was move my WiFi pod to another room which hasn't helped in the slightest. My speeds are showing that everything's normal when this clearly isn't the case!!!

 

I'm fed up of having to phone every other day regarding these issues. Am I within my rights to cancel due to the issues faced without having to pay an early cancellation fee?
